Consul General of India Mr. Sayeed Ahmed Baba accompanied by Mr. R.S.
Kharayat, Consul (Consular) and Mr. K.K. Vijayan, Consul (Community
Welfare) and a Consular Team visited Taif on April 2-3, 2009. Consul
General inspected the offices of outsourcing agencies for Passport and
Visa M/S Al-Tayyar Travel Group and M/S VFS GCC Ltd. at Taif. The
office of M/S Fifa for General Services., is yet to become functional
who has been directed to open their branch at Taif urgently as per the
Agreement signed. All the outsourcing service providers were
suggested certain improvements for providing better and efficient
services to the Indian community and Saudi friends.
An interaction
meeting-cum-Open House Session with the Indian Community was held at
Taif to receive the representations and suggestions of the Community in
Taif, besides enquiring about their welfare and well being. Consul
General Baba listened to the difficulties being faced by the community
in many areas and assured them of all possible help from the Consulate.
Considering the difficulties being experienced by the community in
attestation matters, Consul General decided to resume the visit of a
composite consular team to Taif once in three months for providing
Attestation and Miscellaneous services on passports excluding the
portion already outsourced and also to attend the labour matters. It
was also decided to involve the voluntary organizations functioning in
Taif and nearby areas to pursue the cases of the community with the
local authorities and sponsors based on an authorization given to them
by the Consulate on a case-by-case basis. A coordination Committee has
also been set up for the purpose who will interact with the Consulate
and the Indian Community in the area.
During the visit Consul General
also supervised election of the new Management Committee of the
International Indian School Taif and a new Management Committee has been
formed.

Consul General of India Mr. Sayeed

Jizan and nearby towns on March 26-27, 2009. Consul General inspected
the offices of outsourcing agencies for Passport and Visa M/S Al-Tayyar
Travel Group and M/S Al-Fifa for General Services at Jizan. The office
of M/S VFS GCC Ltd., is yet to become functional who has been directed

from Jizan and met a group of Indian workers in the Company and enquired

Hospital at Samptha about 70 Kms from Jizan where the Consul General
addressed the Indian community serving in the area. An interaction
meeting-cum-Open House Session with the Indian Community was held at
Jizan to receive the representations and suggestions of the Community in
the whole of Jizan province, besides enquiring about their welfare and
well being, where more than 200 community members participated. Consul
General Baba appreciated the difficulties being faced by the community
in many areas and assured them of all possible help from the Consulate.

Malhotra of King Fahd Hospital and Mr. Syed Ali, Chairman of Dar
Al-Faisal International School, more than 250 community members
participated. Consul General Baba appreciated the difficulties being
faced by the community in many areas. Considering these, Consul General
decided to resume the Consular Visit to Al-Baha once in three months
for providing Attestation and Miscellaneous services on passports. The
team will be a composite one, consisting of Consular and Community
Welfare Officers so that both the passport and attestation services
could be provided and labour matters could also be attended to during
the visit of the team. It was also decided to involve the voluntary
organizations functioning in Al-Baha to pursue the cases of the

Consul General of India, Mr. Sayeed Ahmed Baba has started a new
initiative of periodically interacting with sets of Indian
professionals. The first such interaction was held in Intercontinental
Hotel, Jeddah on 27th March 2009. The objective of such
interactions is to provide Indian professionals an interface with the
Consulate and also to provide a platform for Indian professionals to
network among themselves.
Mr. Khaleed Al Maena, Chief Editor, Arab News was the chief guest of the
evening. Participants included, Mr. Maktum Hussaini, Mr. Harsh Bali,
Dr. Mushtaque Ahmed, Mr. Hassan Ghias, Mr. Basharat Ali Tanwar, Mr.

Inspection-Cum-Consular Team By CGI, Jeddah |

With a view to provide
better, hassle-free and less time-consuming services to the Indian nationals
residing abroad in the form of Indian passports, the Government of India has
taken a policy decision to outsource the passport and visa work to reputed
and professional agencies. Accordingly, this Consulate signed an agreement
on 30th June 2008 with following 3 reputed firms to outsource the
Passport and Visa work and these service providers started operation at
Jeddah w.e.f. 20th October 2008:
(i) Al
Fifa for General Services (
www.alfifa.com)
(ii) Al-Tayyar Travel Group (www.altayyargroup.com)
(iii) VFS GCC LLC (www.vfsglobal-n-sa.com)

These service providers receive duly completed applications for visa and
passports, collect the requisite fee, complete data entry, hand over the
applications to the Consulate, transfer the data digitally to Consulate
computers, collect the prepared documents and deliver the same to the
applicants. The service providers charge an amount of SAR.55/- from the
Visa seekers and SAR.27/- from the Passport applicants as service charge, in
addition to the prescribed fee.
3. The
service providers also accept the applications at Abha, Al-Baha, Bisha,
Gizan, Madinah, Najran, Tabuk, Taif and Yanbu; where teams of this Consulate
used to visit towards weekends to provide the consular services till 31st
December 2008. These service providers have already established their
collection centres at all these places. The addresses and telephone numbers
of these Collection Centres can be seen on the websites of the Consulate (www.cgijeddah.com)
and of the concerned service providers. The timings for receiving
applications are 0830 to 2030 hrs on all weekdays (except Friday and major
closed holidays in the Kingdom). The benefit of outsourcing would be that
the applicant can submit the application and collect the documents at a
place nearer to their work place/residence and that too at their
convenience. The Consulate, on its part, monitors and keep a watch on these
service providers so that they carry out assigned task in a very proficient
manner.

Miscellaneous services on the passports, Tatkaal Passports, attestation of
documents, Person of Indian Origin (PIO) Card and Overseas Citizenship of
India (OCI) applications, however, continue to be received and processed at
the Consulate.

Since the outsourced firms have already opened
their offices/collection centres at the places outside Jeddah also, where
the Consular Teams used to visit at the weekends, it is felt necessary to
have a proper and on the spot assessment of the services provided by the
outsourcing firms vis-à-vis requirements of Indian expatriates based at the
various places in the Western Region of the Kingdom falling within the
consular jurisdiction of the Consulate General of India, Jeddah. For the
purpose, a team of officers headed by Consul (Consular) would be visiting
Madinah (19-20/02/2009), Najran (26-27/2/2009), Al-Baha (5-6/03/2009), Gizan
(12-13/03/2009), Taif (26-27/03/2009), Abha (2-3/04/2009), Bisha
(9-10/04/2009), Tabuk (16-17/04/2009) and Yanbu (23-24/04/2009). The
purpose of this visit will be to inspect and supervise the functioning of
the outsourced agency offices at these places. At the same time, consular
services, limited to attestation of documents and Misc. Services on the
Passports, will also be provided during these tours by the Team on the
Thursday. The Indian nationals residing in these areas may avail the
opportunity to apply for any consular service, meet the officials and convey
their grievances/suggestions. A press release giving details of each visit
will be issued separately.
6. H.E.
Mr. Sayeed Ahmed Baba, the Consul General, who is also visiting above
stations with the team, will have interaction with the local Indian
Community. He would also be available at each locations to hear all kind of
problems of Indian expatriates and those expatriates, who wish to meet H.E.
Consul General for redressal of their grievances, should bring along with

accordance with the Government of India’s approved policy, Consulate General
of India, Jeddah has decided to outsource visa support services for foreign
nationals entering India and passport support services for Indian
expatriates w.e.f. October 20, 2008. The agreement for this purpose was

Media accreditation for
Pravasi Bharatiya Divas Convention 2009 has started. The last date for
submission of application for foreign journalists/cameramen is 30th
November 2008. The applications for accreditation with the recommendations
of the Consul General have to be sent to Press Information Bureau (PIB) at

The 7th
Pravasi Bharatiya Divas (PBD) Convention is scheduled to be held at the
Chennai Trade Centre, Chennai from 07-09 January, 2009. Organised by the
Ministry of Overseas Indian Affairs in partnership with the State Government
of Tamil Nadu and the Confederation of Indian Industry (CII), it would be
the first PBD Convention organized in Chennai.

Scholarship Programme for Diaspora Children -
2009 |

|
The Government of India has introduced a Scholarship Programme for Diaspora
Children (SPDC) in 2006, to assist children of Persons of Indian Origin (PIOs)
and Non-Resident Indians (NRIs) for their higher education. Under this
programme, over 220 PIO/NRI children have benefited during the last three
academic years. During the year 2009, 100 admission-cum-scholarships shall
be offered for Undergraduate courses in Engineering / Architecture /
Technology, Humanities / Liberal Arts, Commerce, Management, -BBA / BBM,
Journalism, Hotel Management, Agriculture / Animal Husbandry, Sciences, Law
etc. The scholarships will be offered on merit on the basis of entrance
tests conducted. |

The broad guidelines of the SPDC are as
follows:-
1. 100 scholarships are
being offered for undergraduate courses.
2. The Programme is open
only to PIOs/NRIs from the specified 40 countries having a larger
concentration of Indian Diaspora.
3. 50% of the scholarship
would be reserved for PIOs. However, in the event of the non-availability
of suitable PIO candidates, the unfilled slots could be assigned to NRI
candidates.
4. NRI candidates would
be eligible for the grant of scholarship only if their total family income
per month does not exceed an amount equivalent to US $ 2,250/- (US dollars
two thousand two hundred and fifty only).
5. Children of NRIs
should have pursued at least three years of education inclusive of 11th
& 12th or equivalent (non beyond), in a foreign country during
the last six years, and should have passed the qualifying examination
abroad.
6. PIO/NRI students
already studying in India on a self-financing basis or under any other
arrangement will not be eligible under this scheme, which is open only for
fresh admissions in the first semester/year of undergraduate courses.
7. The last date for
receipt of duly filled-in application forms in the prescribed format by
Ed.CIL is 9th September, 2008.
8. Candidates would be
selected on the basis of a common entrance test to be conducted by ED.CIL
on 26th October, 2008. Exact timings would be intimated by Ed.CIL.
The candidates would also have to fulfil the all the criteria prescribed for
the purpose.
9. The amount of
scholarship admissible would be 75% of the Institutional Economic Cost (IEC)
or US $ 3,600/- (US dollars three thousand six hundred), whichever is less.
IEC includes Tuition fee, Hostel fee and other institutional charges.

Overseas Indian
Facilitation Centre (OIFC) |

The Ministry of Overseas Indian Affairs has set up an Overseas Indian
Facilitation Centre (OIFC) as a not-for-profit-Trust under the Indian Trust
Act, 1882 in partnership with Confederation of Indian Industry (CII). The
Centre will be a one-stop-shop for serving the interests of the Overseas
Indian Community and has the mandates to cover two broad areas viz:
Investment Facilitation and knowledge Networking.
The objectives of the Centre are:-
(1) Promote Overseas Indian
Investment into India and facilitate business partnership by giving
authentic and real time information.
(2) Function as clearinghouse for
all investment related information. This would be done by processing
information on a real time basis through ICT platform.
(3) Establish and maintain a
Diaspora Knowledge Network (DKN) by creating a database of overseas Indians,
who would act as Knowledge Diaspora and whose knowledge resources could be
using ICT platform;
(4) The objectives of the OIFC will
be to bring the Indian States, Indian Business and potential Overseas Indian
Investors on the same platform and to facilitate the investors to identify
the investment opportunities;
(5) Provide a host of advisory
services to PIO and NRIs. These could include matters such as consular
questions, stay in India, investment and financial issues etc.
The OIFC was formally launched on 28th
May, 2007 with the signing of MoU between the MOIA and CII. The Centre is

Attestation fee waived for documents related
to death of
Indian abroad |

The Indians living in the Gulf
region have been demanding a waiver of the fees levied by Indian Missions
for attestation of documents related to death of Indian nationals. The
issue has been examined by the Government of India and it has been decided
that no fee will be charged by our Missions abroad for attestation of
or drawing up or assistance in drawing up any documents required for
transportation of dead bodies of Indian nationals to India or buried
locally. |

Free Medical Camps at
the Consulate Premises |
|
|
|
Community Welfare Wing of the Consulate has been organizing free Medical
Camps at the Consulate premises on a monthly basis for those workers who are
not covered by any medical insurance and for those unskilled and
semi-skilled workers who cannot afford exorbitant medical treatment in the
Kingdom of Saudi Arabia. Medical teams from various hospitals/clinics visit
the Consulate every second thursdays of the month from 2.00 P.M. to 5.00
P.M. to examine the patients and give them advice on their ailments. The
medical examination, blood pressure check and some minor tests area also
carried out, which require additional investigations, are referred to
eminent Indian doctors. In addition, free medical counseling is also
provided to patients. The medicines prescribed by the doctors in the camps,
for the deserving cases, are given free of cost on the spot itself. These
camps have been very successful so far. A considerable number of workers
have benefited from these camps. |
